  16. <p>The banks have had about enough of the budget deadlock in
  17. Sacramento

  19. <p>     "The banking industry's willingness to accept the warrants
  20. has acted as a shock absorber in keeping the pressure off the
  21. legislature to solve the budget problem," concluded California
  22. Banking Association official Greg Wilhelm. With that, after
  23. swallowing a total of 876,000 California IOUs worth nearly $2
  24. billion, the Bank of America and other leading California banks
  25. last week stopped honoring the so-called registered warrants,
  26. which the state has been paying out in lieu of real money.
  27. </p>
  28. <p>     Nevertheless, slow-motion negotiations back in Sacramento
  29. between Republican Governor Pete Wilson and the
  30. Democratic-controlled legislature, now oozing into a second
  31. month, showed growing signs of urgency. The two branches of
  32. state government were still hung up over the question of how to
  33. close an $11 billion gap for a new $60 billion budget. At the
  34. heart of the standoff was Wilson's stubborn insistence on
  35. cutting education $2.3 billion. Wilson also threatened to veto
  36. a compromise bill introduced in his own Republican ranks.
  37. Assembly Speaker Willie Brown's Democrats just as stubbornly
  38. drew the line and refused to cut school funding more than $605
  39. million. Fumed the Assembly's education chairwoman Delaine
  40. Eastin, a Democrat: "We're not going to balance the budget on
  41. the backs of our children."
  42. </p>
  43. <p>     Under the strict balanced-budget laws that apply to 49
  44. states, including California, hard choices must be made. New
  45. Jersey, which experienced a comparable budgetary conflict
  46. between its Democratic Governor and its Republican legislature
  47. in reverse, last week announced a painful, unprecedented 8%
  48. reduction of its 68,000-strong state work force through
  49. attrition and a dispiriting 2,700 layoffs.
